Measuring low amplitude signals (noise floor)

I'm trying to measure some low amplitude signals with the Xprotolab portable and the hook clips probe. ?But it seems that the noise floor of the measurement is about 30 mV pk-pk (i.e., even when both probe leads are connected to ground the measured signal is about 30 mV pk-pk). ?Is that typical for hook clips probe?
Would the noise floor be reduced if I used an oscilloscope probe (because it's shielded) instead of the hook clips probe? ?(I don't have one to try but will get one if it helps.)
I'm also using the PC XScope interface. ?The finest resolution seems to be 80 mV/division. ?Is there anyway to go lower?
Do you have any other tips for measuring signals in the range of 5 to 30 mV pk-pk?

Yes, the device has about 30mV of inherent noise in SCOPE mode. If you want to measure only DC values, you can set the device in METER mode. In METER mode, the device uses the full 12bits from the ADC, and does averaging on the signal. The noise is just a couple of milivolts.
